Agreement reached with Eagle Rock over back taxes
Eagle Rock Resorts Company, Hazle Township, Luzerne County, is in the process of purchasing 565 undeveloped acres and 59 developed lots owned by Cove Village Association and located in Schuylkill County, it was reported to the county commissioners by its solicitor's office at the work session held Wednesday at the courthouse in Pottsville.
Attorney Robert Frycklund discussed with the commissioners executing at their public meeting next Wednesday an agreement of sale by and between Eagle Rock Resorts Company and Public Asset Management, which represents the Hazleton Area School District.The agreement calls for Eagle Rock to agree to pay the county, East Union Township, North Union Township and Public Asset Management the sum of $95,000 within 90 days to be distributed in a pro rate fashion, according to each taxing entities respective ratio of taxes due, in full satisfaction of all outstanding delinquent real estate taxes currently and owing by Cove Village Association for the 565 undeveloped acres and 59 developed lots.Frycklund advised the commissioners by executing the agreement it will allow the developing and returning the said properties to the active tax rolls.The total amount of delinquent taxes due on the properties is $1.2 million and the settlement was for $95,000. Hazleton Area School District will receive the greatest share, $60,334.38, followed by North Union Township, where most of the properties are located. North Union Township will receive $8,312.79. Schuylkill County's share will be $24,326.51 and East Union Township will receive $30.05.The Tax Claim Bureau asked approval for repository sales bids it received on seven properties which it holds as trustee for unpaid taxes.Mahanoy City Borough has offered $20 each for four properties, 608, 410, 412 and 414 W. Market St., which it plans to demolish and offered $100 for the property at 416 W. Market St., which also will be razed.Approval is also requested for the $300 offer made by Hyder Binjameel and MaryAnn Binjameel for the property located on the east side of White Street, Shenandoah.Election dataElection Director Frannie Brennan informed the board the last day to register to vote for the primary election to be held Tuesday, April 24, is Monday, March 26. The electors may register with any party or change their non-party or party affiliations. To date the Republican Party is gaining voters. Their registration increased from last year's 40,006 to 40,270 while the Democrats decreased from 36,334 last year to 36,067 for the current year.The voters who will be away on election day can obtain absentee ballots. The last day to obtain an absentee ballot application from the election bureau in Pottsville is Tuesday, April 17, and all absentee ballots, except those received from the military overseas electors and those received from emergency absentee electors who become ill or are called away from home after 5 p.m. this day, must be received by the county boards of elections not later than 5 p.m. on this day in order to be counted election night.Brennan also requested a temporary polling place change in Saint Clair just for the primary election. The electors who normally go to the polling place at Saint Clare of Assisi Church, 250 E. Hancock St., will be voting in the primary election at Wade United Methodist Church, 23 N. Front St. The reason for the change Brennan explained was the Diocese of Allentown scheduled confirmation to be held at the Clare of Assisi Church on election day.Public meetingMike Micko, of the Schuylkill Transportation System (STS)) notified the commissioners of a public meeting to be held Wednesday, April 11, at 10 a.m. and 5 p.m. in the conference room housed on the third level of the Union Station facility located at 300 S, Centre St., Pottsville.Micko reported the purpose of the meeting is to discuss plans for obtaining grant money from the state and proposed fare increases for both the shared ride and fixed route programs. It also will be held to gain input and comment prior to the completion of the consolidated operating assistance grant application.Treasurer's reportCounty Treasurer Jacqueline McGovern gave a report on the financial operations of the county for February.She reported the beginning balance for the month was $41,861,420,.49, deposits totaled $10,756,658.43, disbursements totaled $12,581,640.27; and the ending balance was $40,036,438.65.The general fund had a beginning balance of $13,136,516.97, deposits, $1,462,387.690, disbursements, $4,116,167.64; and ending balance, $10,482,737.02.Real estate tax monies received was $162,654.41, funded debt tax, $8,333.27; and per capita tax, $292.71.Revenues from sale of licenses, dog license, $1,371; fish license, $35; and small game of chance, $5,950. Revenues from other sources, magistrate fee, $51,277.10; 9-1-1 tariff on land home phones, $62,623.26; 9-1-1 department earnings, $654.29; and hotel tax, $13,517.70.Personnel matterThe board reviewed proposed appointments, promotions and resignations from various departments on which action will be taken next week.Rest Haven Home seeks appointment of Loris Donahue, Schuylkill Haven, a part time licensed practical nurse, and Denise Arndt, Cressona, and Diana Ball, Shamokin, as part time nurse's aides.Children and Youth Services Agency seeks approval of promotion of Heidi Yeastedt, Pottsville, and Leigh Reed, Orwigsburg, from caseworker 1 to caseworker 2.The county court informed the board Vince Kowalick, Frackville, was resigning as a court attendant; Rest Haven Home reported Lynn McNamara, Pottsville, resigned as a full time nurse's aide; and Children and Youth Services reported Justin Wank, Branch Township, resigned as a case worker.District Attorney Karen Byrnes Noon informed the board the appointment of four people as per diem investigative consultants.They were: Henry Woods, Lansford; Michael Carey, Branch Township; Beau Yarmish, Hegins Township; and Shawn Tray, Saint Clair.The county salary board, at its regular meeting next week, is asked to create these four temporary positions from which salaries will be paid from a grant.
