This is allegedly how Theodore Black, 44, of New Ringgold ended up with a DUI - controlled substance citation.State Police at Fogelsville barracks arrested Black at 5:35 a.m. on Dec. 20 at their barracks.Police said on that date, Black entered the rear parking lot of the Fogelsville barracks, past post signs prohibiting unauthorized entrance."Multiple indicators of intoxication were observed," writes the state police in its public information release.Black was transported to Lehigh Valley Hospital and a blood test was conducted.Charges were filed at the office of a District Judge after the police received the blood test results.
