Peter Villanueve, 44, of Kunkletown, has been arrested by state police at the Lehighton barracks on a charge of scattering rubbish.

Police said he was cited for an incident that was reported at 8:30 a.m. Nov. 29. It is alleged the man caused waste paper to be deposited on property that he does not own.The incident happened in a wooded area off Smith Road, near Dotter's Corner Road, in Polk Township.
