A 19-year-old Monroe County man has been charged with homicide by vehicle and other offenses in the 2010 death of an 86-year-old Allentown woman after a two-vehicle collision in Allentown.

On Aug. 26, 2011, Allentown police charged Terrick Bowden, of 1301 Beech Lane, Kunkletown, with causing the death of Evelyn Leibach, who died three weeks after her vehicle was struck by Bowden's vehicle on Basin Street in Allentown.Bowden is charged with homicide by vehicle, a third-degree felony; involuntary manslaughter, a first-degree misdemeanor; two counts of recklessly endangering other people, second-degree misdemeanors; a misdemeanor of possessing a small amount of marijuana; and summary offenses of careless and reckless driving and driving at an unsafe speed.Bowden was arraigned on Aug. Friday by Senior District Judge John Dugan and was released on $50,000 unsecured bail.An affidavit of probable cause filed by Allentown police alleges:Shortly after 2:30 p.m. on Oct. 23, 2010, Allentown police, the Allentown Fire Department and Allentown emergency medical services personnel responded to the 300 block of Basin Street after a two-vehicle crash with injuries and occupants trapped inside. Police saw two cars that had come to rest in the northbound lanes of Basin Street.Police determined that Bowden had been driving a vehicle southbound on Basin Street and had two passengers. All three people suffered minor to moderate injuries and were taken to a hospital.Leibach had severe injuries to her upper torso and legs. Once freed from the vehicle, she was taken to Lehigh Valley Hospital, Salisbury Township. She died at the hospital on Nov. 13, 2010.Police interviewed witnesses who were driving southbound and northbound. One witness said Bowden's vehicle negotiated a curve southbound and almost struck his vehicle. The witness said he then saw the vehicle cross over into the oncoming lanes and collide head on with the victim's vehicle.Another witness told police that Bowden's vehicle passed in the right lane at a high rate of speed while negotiating the curve, lost control and skidded across the road into oncoming lanes, where it struck the victim's vehicle head on. The posted speed on Basin Street is 35 mph.A safety inspection showed that there were no malfunctions or vehicle failures that would have caused the driver to lose control.Police found a small amount of marijuana and a digital scale inside Bowden's vehicle.As in every criminal case, the fact that an arrest has occurred or a complaint has been filed is merely an accusation; and the defendant, Terrick Bowden, is presumed innocent until and unless proven guilty.
