Following a tour of the borough of Summit Hill by the council and the Carbon County Planning Commission, a decision was made to add the borough to Carbon County's preliminary application for anti-poverty funds. Agnes McCartney, executive director of the Planning Commission, said any funds received under the Nelson admendment of the Economic Opportunity Act would be used to beautify county communities, construct playlots or parks, and raze unsafe structures.
