Thirteen persons were placed in Carbon County's Accelerated Rehabilitation Disposition (ARD) probation program for first time offeners recently by county judges.

If a person successfully completes all conditions of the program their record is wiped clean. However, if a person is revoked from the program for failing to complete the conditions the Commonwealth reserves the right to prosecute them on all charges. A person does not admit guilt in entering the program.The 13 were placed for a year, unless otherwise noted.Placed by President Judge Roger N. Nanovic II were:James Robert Connell Sr., 31, of Summit Hill,was placed on charges of driving under the influence (DUI) and possession of drug paraphernalia. He was arrested on Jan. 6 along SR903 in Penn Forest Township by state police at Lehighton. Given a test, the results showed the presence of a controlled substance in his system.He was ordered to pay $450 for the cost of the program, get a drug and alcohol (D&A) evaluation and follow any recommendation for treatment, and license suspended for 60 days.Krista Delnegro, 39, of Jim Thorpe, was placed on a charge of DUI. She was arrested on Jan. 29 along Sparrow Lane in Penn Forest Township by state police at Lehighton. Given a test, the result was .12BAC.She was ordered to pay $400 for the program, get a D&A evaluation and license suspended for 30 days.Adam M. Pretko, 22, of Lehighton, was placed on a charge of retail theft. He was arrested on Feb. 18 by Mahoning Township police for an incident at the Tractor Supply store. He was charged with taking $3,418.48 while an employee at the store.He was placed for six months and ordered to pay $350 for the program, make restitution of $3,418.48, and render 15 hours of community service.Gregg M. Scully, 49, of Jim Thorpe, was placed on a charge of DUI. He was arrested on March 13 along SR209 in Jim Thorpe by borough police. Given a test, the result was .22BAC.He was ordered to pay $450 for the program, get a D&A evaluation and license suspended for 60 days.Those placed by Senior Judge Scott W. Naus, of Columbia County and specially presiding in Carbon, were:Scott Roy Andress, 42, of Palmerton, was placed on a charge of DUI. He was arrested on Sept. 25, 2010, along Forest Inn Rd., in Lower Towamensing Township, by state police at Lehighton. Given a test, the result was .23BAC.He was ordered to pay $450 for the program, get a D&A evaluation, and license suspended for 60 days.Theresa Anne Basile, 24, of Brodheadsville, was placed on a charge of DUI. She was arrested on Nov. 27, 2010, along SR209 in Franklin Township by township police. Given a test, the result was .21BAC.She was ordered to pay $450 for the program, get a D&A evaluation, and license suspended for 60 days.Josephine Berry, 73, of Forks Township, Northampton County, was placed on a charge of DUI. She was arrested on Nov. 25 ,2010, along SR248 in Franklin Township, by township police. Given a test, the result was .15BAC.She was ordered to pay $400 for the cost of the program, get a D&A evaluation and license suspended for 30 days.Coreyann Fairchild, 20, of Palmerton, was placed on a charge of bad checks. She was arrested on Feb. 8 by Palmerton police for an incident involved Michael Cebrosky as the victim and three checks.She was ordered to pay $350 for the cost of the program and render 15 hours of community service.Michael D. Fulmer, 29, of Easton, was placed on a charge of receiving stolen property. He was arrested on Jan. 12 by state police at Lehighton for an incident involving the theft of a snowboard at the Blue Mountain Ski Resort in Lower Towamensing Township.He was ordered to pay $350 for the cost of the program, make restitution in an amount to be determined by the adult probation office, and render three hours of community service per month while in the program.Benjamin D. Golub, 21, of Neptune, N.J., was placed on a DUI charge. He was arrested on Jan. 16 along SR209 in Towamensing Township by state police at Lehighton. Given a test, the result was .12BAC.He was ordered to pay $400 for the cost of the program, get a D&A evaluation, and license suspended for 30 days.John Edward Sadowski, 32, of Philadelphia, was placed on a charge of DUI. He was arrested on Nov. 24, 2010, along the turnpike in East Penn Township by state police at Pocono. Given a test, the result was .30BAC.He was ordered to pay $450 for the cost of the program, get a D&A evaluation, license suspended for 60 days and render 32 hours of community service.Kenneth James Shafer, 22, of Palmerton, was placed on a charge of DUI. He was arrested on Feb. 12 along Mauch Chunk Rd. by Palmerton police. Given a test, the result was .16BAC.He was ordered to pay $450 for the program, get a D&A evalaution and license suspended for 60 days.Craig Harrison Smith, 27, of Orefield, was placed on a charge of possession of a small amount of marijuana. He was arrested on April 3, 2010, by state police along SR248 at the Palmerton exit during a vehicle stop.He was ordered to pay $350 for the cost of the program, get a D&A evaluation and render 20 hours of community service.Each defendant must also pay court cost, which total about $1,000, and pay a $50 per month supervision fee while in the program.
