Applications submitted for Schuylkill projects

Applications submitted to state agencies for projects to be carried out in the area were reviewed by the Schuylkill County Planning Commission at its monthly meeting held Wednesday evening at the courthouse in Pottsville and since they meet the county land plan the board had no comment and returned the applications for further action.

CET Engineering Services on behalf of Aqua Pennsylvania Inc.-Oneida Water System. submitted an application to DEP (Department of Environmental Protection) for a public water supply permit relative to improving the Oneida water system. The application states Aqua plans to construct a permanent well station to replace the temporary treatment building and construct a chlorine contact pipe to provide 4-log treatment of viruses should the water storage tank need to be taken out of service for repairs. Construction will be in Oneida off State Route 1005 in East Union Township.Copperhead Chemical Company, Inc., 120 River Road, Walker Township, submitted an application to DEP for renewal of a hazardous waste permit. The facility manufactures nitrate esters, pharmaceutical grade nitroglycerin and other products for use in pharmaceutical blends. The thermal treatment units are located in an isolated area of the Copperhead property and the application states are for the safe disposal of waste materials generated in the manufacturing process as well as off specification products.Eagle Rock Resorts Company has submitted an application to DEP for stormwater discharge permit for its Algonquin Valley Phase 1 and 2 subdivision developments in North Union Township.Urban Research and Development Corporation on behalf of Reserve Homes, LLC, Tamaqua, has applied for a permit for the discharge of stormwater from construction activities on a project consisting of a six lot subdivision with utilities and stormwater facilities on a 15 acre site located on Owl Creek Road.Higher Ground Worship Center has submitted an application for stormwater discharge permit associated with construction and development of a church building and associated faculties on land along State Route 443, adjacent to Kramer Tree Farm in Wayne Township.McTish, Kunkel and Associates on behalf of applicant Manan H. Desai applied for a GP-11 permit for the replacement of the existing 72 foot single span that carried State Route 209 over Kershner's Creek in West Penn Township, also, includes widening shoulder reconstruction along State Route 309 to improve existing stormwater drainage facilities, install new culverts outlet south of the bridge, pavement markings, driveway adjustment and utility relocations.Eastern Schuylkill Recreation Commission is submitting an application to DCNR) Department of Conservation and Natural Resources for the development of a small playground located next to the Dutch Hill Little League Field on Biddle Street in Tamaqua.South Manheim Township informed the commission it is preparing for adoption a small wind ordinance to facilitate the installation and construction of a small wind energy systems for private landowners wishing to reduce the on-site consumption of utility supplied electricity.Subdivision reviewThe planning commission reviewed the final land development plan of Air Products and Chemicals Inc., Rush Township, for ammonia plant expansion and had no comment and returned the plan to the Rush Township Planning Commission for final action.The planning commission by a 6 - 3 vote granted Eagle Rock Resorts Company a sixth conditional request for extension of time. The commission this time added a stipulation, if another extension is asked the company will have to present documents of proof that it has been attempting to get the permit it needs. The holdup for the last two extensions has been delay of issuance of a construction bond for its Western Summit - South subdivisions in East Union Township. Voting to grant the extension were Gary Bender, Charles Ross, James Setlock, Joseph Chiaretti, David Briggs and Jerry Lengel. Opposing it were John Malinchok, Anthony Prudenti and Kenneth Lehman.Zoning officer reportThe Schuylkill County Zoning Office reported to the commission only seven zone permits were issued in February and the estimated cost of construction was $147,000. The office received fees totaling $1,680 for the permits. Those who obtained permits were:Route 325 Properties, LLC, Porter Township, to construct an equipment storage shed for $50,000; Alan White and Jes Moyer, Tower City, replacement and reconstruction of a roof on their property, $20,000; Charles Andrews and Colleen Monaghan, Ashland, construction of a pole style garage, $9,000; Roy and Deborah Heim, East Norwegian Township, construction of a commercial storage building, $15,000; 18E Real Estate, LP, Minersville, renovations to an apartment and accommodating parking, $20,000 and Bradley and Sheri Dudash, Union Township, construction of a garage, $23,000.All nine board members were present plus Lisa M. Mahall, reviewing engineer and Attorney Robert Frycklund, solicitor.
