Packer Township Supervisor Tom Gerhard looks upon it as money well spent. Over the last two years, the township has spent, according to Gerhard, "thousands of dollars" to fight the permitting of a proposed tire recycling/pyrolysis plant in that municipality. The announcement by the state Department of Environmental Resources that Keystone Carbon and Oil Company's solid waste management permit request had been denied came as no surprise to Gerhard.
