Craig Wagner to remain chairman

Walker Township held its annual reorganization meeting Monday.

Craig Wagner will remain chairman of the township board of supervisors, with William McMullen serving as vice-chair. Township secretary/treasurer Suzanne Borzak will be retiring and supervisors appointed Dana Brubaker to fill in the position at a salary of $7,200 per year. Brubaker will also serve as secretary to the zoning hearing board and the planning commission.Darlene Fenstemacher was appointed as assistant secretary/assistant treasurer, if needed.Among employee appointments were roadmaster: Eric Leiby, at a rate of $13.75 per hour; equipment operators with CDL/mechanics, part-time: various individuals on an as-needed basis, at a rate of $11.75 per hour; equipment operators/mechanics, part-time, on an as-needed basis, at a rate of $10.75 per hour; laborer: Elizabeth Leiby, at a rate of $10 per hour; chief of police: Eric Leiby, at a salary of $25,584 per year; police investigator: George B. Woodward, Jr., at a rate of $11.50 per hour, on an as-needed basis.Patton & Lettich was appointed as the accounting firm to audit the 2010 records. Berkheimer Associates was appointed as the Act 511 tax collectors for the township at a rate of 1.75 percent commission of EIT collections and 5 percent on OPT collections. They were also appointed as the township's delinquent tax collector.The recommendation was made to the auditors that the rate for working supervisors be set at $11.75 per hour.Michael Greek was retained as the township's solicitor at a rate of $80 per hour.Alfred Benesch & Company was retained as the township's engineering firm on an as-needed basis.Brior Environmental was retained as the township's sewage enforcement officer.Joseph Mitika was retained as the solicitor for the zoning hearing board at a rate of $65 per hour.Alfred Benesch & Company was appointed as the senior zoning officer.Elizabeth Leiby was appointed as the assistant zoning officer, for permits, at a rate of $12.25 per hour.Ralph DeAngelo was appointed as vacancy board chairman.Bruce Leiby was appointed to the zoning hearing board, for a term expiring Dec. 31, 2013.Owen Koch was appointed to the planning commission, for a term expiring Dec. 31, 2013.David Price was appointed as delegate to the ESRC.Robert Hope was appointed as citizen member to the ESRC.David Price was appointed as emergency management coordinator, with Elizabeth Leiby being appointed as assistant.William McMullen was appointed as voting delegate to the state convention in Hershey.The New England Fire Company was authorized to participate in ancillary activities for 2011, in accordance with the PA Workers Compensation Act.The supervisors meeting schedule was set for the first Thursday of each month, beginning at 7:30 p.m.The planning commission meeting schedule was set for the last Thursday of each month, with the exception of November, which will be held on Nov. 17, beginning at 7:30, if there is an item on the agenda.In other business, Wagner said that the supervisors had met with the contractor concerning the paving job that was completed at Wildcat Park. The contractor has agreed to provide a seal coat and repainting of the lines.Township engineer David Horst recommended that the supervisors look at a few other installations of the seal coat to determine if it is the right solution for the surface of the basketball court.The supervisors opened five bids for repairs to the township building, including the removal of old siding and gutters and the installation of in-kind material. L&K submitted the low bid at $10,700.Supervisors approved the bid, pending a review by the township's engineer.The township has also launched a website where residents can get more information about contacting township officials and download permit applications.
