In January 2010, the House passed such a bill. The Senate has not passed a bill.But the answer is not that easy. Pennsylvania is one of the few states that allow localities to determine their own hands-free driving laws. At last count, three localities have hands-free driving laws in effect: Conshohocken, Hilltown Township, and Lebanon, Pennsylvania.2. False. Although the driver and any front seat passenger must wear a seat belt, adult passengers seated in the rear are not required to wear seat belts.Passengers younger than age 18 must wear seat belts no matter where they are sitting in the vehicle. Children under eight must be in a booster seat, and those under the age of four must be in a child safety seat. In addition, if a driver is under the age of 18, the number of passengers may not exceed the number of seat belts in the vehicle.3. True. The Steer Clear Law requires motorists to move into a lane that is not adjacent to an area where services are being provided by police or other public service personnel.
