$1.5 million earmarked for new municipal building
It was a cold and windy day Monday, but the news state Rep. Keith McCall brought to Towamensing Township was enough to warm the hearts of Supervisors Tom Newman and Penny Kleintop.
The three met in the field behind Jack River's Steakhouse where a new municipal building will be constructed. The project received a financial boost from Rep. McCall, which is part of the Redevelopment Assistance Capital Program.McCall said a special act had to be passed to make the money available. This is the Capital Budget Project Itemization Act of 2010-82.A letter from the Office of the Budget said Gov. Ed Rendell had authorized the release of the money."It's very special to get this kind of money in the township," said McCall. "It is very competitive."He said the state received billions in requests. One of the reasons the township received the money was because it is experiencing developmental growing pains. It needs the new facility to provide better service to the residents.Kleintop said a large part of the building will be a community center for use by "senior citizens, Scouts, 4-H, whatever," everyday.The plan also has rentable space for other government offices.A test well has been drilled and the land found suitable for geothermal heat, said Kleintop. Bruce Steigerwalt, project engineer, oversaw the work.The land is paid for but there is no fixed figure for the cost of the entire project roughly estimated at $4 million. It is still in the design stage.Although there may be room for a state police barracks, they are required to have a separate building.Kleintop told McCall that the supervisors are appreciative of his help.Since the project will be part of the jobs stimulus effort, an estimate of potential job impact and economic stimulus will have to be provided. Applicants must prove they have funding for one-half of all costs not covered by the state grant. Prevailing wage will be required.Work must begin within six months of the execution of the grant agreement.
