Four first-time offenders were placed in Carbon County's Accelerated Rehabilitation Disposition (ARD) probation program on Tuesday by Senior Judge Richard W. Webb.

If a person successfully completes all conditions of the program their record is wiped clean. However, if a person fails to complete the program, or are revoked from it, the Commonwealth reserves the right to prosecute them on all pending charges. A person does not admit guilt in entering the program.Those placed were:Jay Michael Abelovsky, 22, of Lehighton, was placed for three months on a charge of possession of a small amount of marijuana. He was arrested on May 22 in Towamensing Township following a vehicle stop by state police at Lehighton.Webb ordered he pay $350 for the program and render 15 hours of community service.Kyle A. Bretz, 19, of Jim Thorpe, was placed in the program for a year on a charge of driving under the influence (DUI). He was arrested on March 20 along Center St., in Jim Thorpe. Given a test, the result showed a .08BAC and the presence of a controlled substance.Webb ordered he pay $450 for the program, get a drug and alcohol evaluation and follow any recommedation for treatment, and his license was suspended for 90 days.Ann Kara Markley, 49, of Lehighton, was placed for a year on a charge of burglary. She was arrested on Aug. 28 for an incident involving Donna and Michael Graham, of Lehighton, as the victims.Webb ordered she pay $350 for the program, get both D&A and mental health evaluations, render 15 hours of community service and make restitution of $475 to the victims.Michael J. Troutman, 41, of Lehighton, was placed for two years on a charge of workers compensation insurance violation. He was arrested on by the state insurance commission for not paying workers compensation insurance payments as required by law.Webb ordered he pay $350 for the program, render 15 hours of community service and make restitution of $14,877.11.Each defendant must pay court costs and a $50 per month supervision fee.
