Before an ATT cell tower can be put up in Lower Towamensing Township, developers Caron Associates will have to provide documentation that they own the property where they want to place the access road.

Ivan O. Meixell Jr., land planner for Carbon County Planning Commission, said at a recent meeting of the planning members that the road way and cell tower will be located in the area of an old sand quarry, between the covered bridge on the Little Gap Highway and Smith Gap Road. He noted that the cell tower will be adjacent to Buckwa Creek.Meixell noted that the plans lack a surveyor's seal and without a surveyor's seal, he has no idea whether they own the property where they want to place the access road. He also noted that there is a gas line on the property, which is not noted on the plans, and he questioned whether they have permission to build a road over a gas line."The plans note that they will be cutting and filling on property they don't own," he said. He also noted that the plans do not contain information about drainage or that the developers have contacted the Carbon County Conservation District in regard to soil conservation."The road is expected to be over 1,000 feet long," noted Meixell.Meixell recommended conditional rejection to the ATT Mobility Land Development Plan.The board granted approval to four other submissions.Approved was a plan that would divide the estate of Elizabeth T. and Dr. Joseph Nosal in Mahoning Township. The estate is the former Taylor Meadows development. The plans include dividing the remaining parcel of 64.74 acres into three equal parcels to divide the estate.Members also approved plans of Leonard and Karen Kolek to divide a 20-acre parcel into two lots. The parcel had been part of a 70-acre farm at 394 Dieters Hill Road in Mahoning Township. The 20-acre parcel will divide an existing cell tower development from the parcel where a home is located.Also approved were two lot line revisions. Christine Sotack of Penn Forest Township will add two lots into one 1.06 acre parcel at the intersection of Sparrow Drive and Sugar Maple Drive, in the Marty Axman in the Poconos development, and also approved in Penn Forest Township, was adding a one-acre lot at 54 Black Oak Drive, lands of Behrens Corporation to create a 41.47 acre lot at the request of Robert W. Weir Jr. The land will not be developed.
