A scheduled hearing Monday for a Kunkletown man accused of shooting another man in the torso in Monroe County didn't occur.

Instead, the victim, who showed up for the hearing, was placed under arrest and was arraigned before District Judge JoLana Krawitz of Stroudsburg on 10 different counts, including three felony charges of kidnapping.The hearing before Krawitz had been scheduled for Dylan Michael Frantz, 20, who is facing two counts of aggravated assault.Originally the hearing had been scheduled for June 30 but was continued at that time when a warrant was issued for his victim, Albert Jonathan Guzman, 22, of Effort.All the charges stem from an incident that happened the afternoon of June 5 on Sycamore Drive in Eldred Township.Police say Frantz admitted stealing cocaine and money from Guzman the previous evening, then was confronted by Guzman and was threatened. Frantz responded to the threat by shooting Guzman, police said.Frantz initially was lodged in the Monroe County Prison in lieu of $500,000 monetary bail. Last week the bail was reduced to 10 percent of $200,000. On Monday, Krawitz lowered the bail to $25,000, 10 percent, but his mother said it will be impossible for her to come up with the $2,500 needed to get her son out of jail.Guzman said after being released from a hospital where he was treated after the shooting, he went to a rehabilitation center in Marshalls Creek. Representatives of the rehab center brought him to the hearing.He was arraigned on three counts of kidnapping, one count of terroristic threats, three counts of unlawful restraint, one count of simple assault, one count of unauthorized use of a vehicle and one count of harassment.Judge Krawitz set bail for Guzman at $100,000, unsecured, meaning he won't be placed in prison. This is providing he continue his rehab treatment and that he has no contact with any of the victims or their families.If he violates the conditions of bail, the bail will be revoked, Krawitz said.Hearings for both Frantz and Guzman are scheduled for 10:15 a.m. on July 14.Police accuse Guzman of posting a notice on a social media website offering "$500 to anyone who could provide information that would lead Guzman to Frantz."After learning the whereabouts of Frantz, police said he used a third party to set up a meeting at a mini mart along Route 209 in Kresgeville.Frantz arrived in a vehicle driven by Alexis J. Finkel. Also in the vehicle was Elizabeth Finkel.Police said Guzman punched Frantz in the face at the mini mart, causing abrasions, bleeding and a broken nose. He also slammed Frantz against a wall several times.The affidavit says Guzman threatened to burn off Frantz's tattoos "with a blowtorch, which he showed to Frantz, if Frantz did not tell Guzman where the cocaine and guns were."Police documents say Frantz told him the stolen items were at the Finkel home.Guzman, police said, took control of the Finkel car, and while en route to that residence, threatened to kill all the occupants.At the Finkel home, as the Finkels exited the vehicle, Frantz shot Guzman in the torso with a .45 caliber Taurus ACP pistol.
