Tamaqua council OKs parking spaces, talks sidewalks

Tamaqua Borough Council approved several handicap parking spaces at its September meeting, including those at 35 Pine St., 320 W. Broad St., 336 Clark St., 212 Penn St., 219 Pine St. and 318 Arlington St. Council discussed the fact that between registrations, cancellations, and new applications the number of permits issued in the borough has remained relatively constant over the past few years, despite the aging population.

Council also heard from Kerry Garber, who has approached council before, regarding accessibility issues on the sidewalks of Tamaqua. Garber brought photos showing damaged sidewalks and other areas that are impassable in a wheelchair due to overgrown bushes, trees and grass. Garber cited one particular corner at the intersection of Pine and Elm streets, where she said the sidewalk sinks "like a crater. I don't know how that's acceptable to anyone. I've seen people trip and fall there. It's not just dangerous to people in wheelchairs, it's a danger to everyone," she said.Garber questioned how overgrown sidewalks are not in violation of the borough's quality of life ordinances, as well. "Organizations like the art center are trying to promote the beauty of the town, but I have to say, if I were driving through here, I wouldn't want to live here. I wouldn't even want to visit here," she said.Council President David Mace said he remembered Garber's previous concerns and cited turnover in the position of code enforcement as a reason that issues may not have been addressed. Council and Mayor Christian Morrison took copies of Garber's photos and said they will be looking into the matter.In other business, council heard from Joe Salla, a resident of the Owl Creek area, regarding multiple issues, including the lack of lighting at the flagpole at the entrance of Owl Creek. Council will look into placing a photocell at the pole to ensure the flag is property lit at dark.Council issued certificates of appropriateness for a sign at 115 E. Broad St. and the demolition of a property at 18 Pine St. The American Hose Fire Company will be handling the demolition of the property to help improve the facilities and area around the fire company. A demolition was also approved for 307 E. Broad St.Council received notice that the minimum municipal obligations for the uniformed and nonuniformed pension funds will total $284,944 for the police fund, $79,830 for the nonuniformed fund, and $20,000 for the nonuniformed defined contribution plan. It was noted the borough is responsible for the payment, but council hopes to receive state aid to help offset the balance of the obligation.Morrison announced trick or treat night will be held from 6-8 p.m. on Oct. 31. Council approved a request from the American Legion to hold the annual Veterans Day parade at 10 a.m. Nov. 11.Council held an executive session for personnel matters.
