State police at Lehighton cited dog owners for violations:

• They issued the citations after an incident at 8:15

a.m.Sunday in the area ofHorseshoe Lane in East Penn Township.Cited were a 25-year-old woman, a 29-year-old man and a 55-year-old man, all from Lehighton.Police, who did not release names, said they failed to keep their dogs confined within the premises of their property.• Police also cited Todd Eric Dowling, 42, of Kunkletown, for not confining his dog.The incident happened at 8:45 a.m. Sept. 17 at 107 Kings Lane, Eldred Township.
