Although one vacancy remains, the East Penn Township Zoning Hearing Board now has enough members to hold a meeting.

During a meeting Monday, the township's supervisors appointed one new member, James Lambert, and an alternate, Reed Potter. Lambert and Potter join Zoning Hearing Board member John Reedy and alternate Jay Frey. One vacancy remains for a three-year term. Any interested citizens can contact a supervisor or Secretary Deanna Cunfer.The supervisors appear ready to set rates for the use of the townships parks, which include Marvin Gardens, River View, Mountain View and the Delaware and Lehigh Trail. Alice Berger, a member of the East Penn Township Parks Commission, asked the supervisors to take action to establish the fee system.According to the fee schedule suggested by members of the Parks Commission, residents would not pay a fee to use the pavilion and fields, but may be asked for a $50 clean-up deposit. Nonresidents would pay a $50 use fee. Large groups, both residents and nonresidents, would pay a $100 use fee and a $100 clean-up deposit.Berger said the fees would help cover the cost of maintenance and clean up of the areas, and the supervisors appeared to agree."We just have to find time to sit down and discuss it," Chairman Dean Kercsmar said. "I see no problem moving in that direction."Other members of the Parks Commission include Bill Schwab, Al Resh, Judy Angell and Joe Hauser.The supervisors noted that as a result of recent additions to the township's Agricultural Security program, the areas which are protected have increased to more than 3,000 acres. After the meeting, Cunfer explained that land which is used for farm activities, a minimum of 10 acres, can be enrolled in the program. Once in the program, activities on the land which are conducted as agricultural work - such as raising cattle, planting and harvesting crops, raising trees - are protected from complaints from the owners of neighboring properties.Confer said that any township can start an Agricultural Security program, and that each township needs to enroll 250 acres as a starting point. Anyone interesting in joining the program can get an application at the township office, she said.In other action, the supervisors:Established a rate of $300 for daily rental of the social hall, without kitchen use.Agreed to advertise for bids for road materials, to be received by 3 p.m. March 25 and opened during the April 1 meeting.Authorized the township engineer, Bruce Steigerwalt, to do prep work for the 2013 road projects.Set a date for the Recreation Commission egg hunt, which will be held March 23.Announced that Zoning Officer Richard Dietrich will be available at the township office on Thursdays from nine a.m. to noon, or by appointment.
