Nesquehoning solar park plans are moving forward

Phase II of the PA Solar Park in Nesquehoning can proceed.

Nesquehoning Borough Council on Wednesday approved the developer's agreement 6-1 with Con Edison Development following a lengthy discussion regarding the proposed former visitors center, now an operations and maintenance building, that will be located at the entrance of the solar park.Councilman George Sabol cast the sole "no" vote, because he is very skeptical since the company has not provided specifics about how the building will look and also questioned the company's commitment to the borough."Prove me wrong," he said.David Lear, senior project manager for Lehigh Engineering Associates Inc. of Walnutport, who has been overseeing the solar park project, said, "We promise to prove you wrong."Before the vote, Lear spoke about the proposed building, which initially was supposed to be a visitors center that was open around the clock and constructed in phase I of the project. In lieu of a full visitors center, Con Edison will give Nesquehoning $10,000 each year for the next 20 years.Lear again told council that the company's intention is still to build a structure, which will include an area for groups if they would like to learn about the park to come in on appointment."It's not going to be a trailer that rolls in there," he said. "It's not going to be a steel structure that looks like a prison camp. It will have a type of wood siding, a classroom as promised for up to 30 individuals, a luncheonette, ADA bathrooms, storage and office area."Council President David Hawk said that the problem council is having is because members thought they would receive detailed drawings of what the structure would look like, especially since this building was originally supposed to be constructed in phase I."The biggest stumbling point is that the original agreement for phase I is that a visitors center would be provided," he said, "and now you're looking to move forward with phase II. Council is saying we didn't get what we wanted back then, and should we allow you to continue until we know what we will get."Lear said that the detailed drawings were not a requirement in the previous agreement and that the application for the building would be coming soon based on the current developers agreement.Con Edison would provide tours if a group such as a school or organization requests it.
