Mahoning Township discusses road repairs

Damage caused by a June 2015 motor vehicle crash in Mahoning Township will finally be repaired. Last year the incident caused a Flagstaff Road catch basin to need work to the tune of $2,800. A claim was submitted the following fall with township supervisors finally hearing from the driver's insurance company with an offer of $2,300.

The board received two masonry evaluations shortly after the damage was caused. The first estimate totaled $2,860, with the second a flat $2,800.Mahoning solicitor Thomas Nanovic told the supervisors an option is to take the provider to small claims court."We can file a claim, but it will cost $300 to $400 to send me, plus court costs," Nanovic said."It's easier to just eat the $500 then," said Vice Chairman Franklin Ruch.The estimates for the repairs received by the board have since expired and the job will need to be reopened to contractors to figure out an accurate price tag for the work."The longer we wait, the more it's going to cost," Ruch said."In order to expedite this, tell them we will split the difference. And emphasize we haven't seen anything to justify the $2,300," Nanovic told township secretary Natalie Haggerty."My concern is we say split the difference and then it ends up being more," Ruch said."It's probably an old WPA wall. Put something else there and take the money and run," suggested supervisor Bruce Steigerwalt.The board agreed with Steigerwalt's idea."Natalie tell them we'll split the difference then," Ruch said.Board Chairman John Wieczorek and Steigerwalt completed a weeklong road inspection through Mahoning.According to the chairman, most roads range from a top score of 10, and the worst road rating is a four on the state's rating scale."I think generally speaking the roads are not all that bad," he said."What surprised me is the amount of garbage that is alongside these roads," Wieczorek said.He told the board people have been using a section of Packerton Dam Road as a dump."There's two televisions there now where the road cuts in next to the river," he said."We established some roads that need patchwork and then maybe some tar and chip," he told the board.The roadways on the list include Meadow Brook, Laurel, Fredericks Grove and Ashtown roads."Meadow Brook is lifting up and needs resurfacing for about 300 feet," Wieczorek said."If we are going to do tar and chip we need quantity. You won't get a bid for under $13,000," Steigerwalt said.He told the board to add Grist Mill Road to the work order along with Troxell Hill Road."We went to the farm house but not up to the township line when we repaired it last. East Penn was going to use their paver but it never happened," Steigerwalt said."If we bid it out, then the road is basically finished. We should look at doing other roads so we can get bids," he said. "We are going to be limited on what we can do in house because of staffing," he said."Just get as much of it done as you can this year," said Supervisor Shawn Haggerty."Let's have a special meeting to get it voted on and get going," Ruch said.
