Summit Hill adopts noise ordinance

A new noise ordinance, one which won't require decibel meters, was adopted Monday night during a meeting of Summit Hill Borough Council.

The ordinance prohibits "the making, creation, and maintenance of loud, unnecessary and unusual noises in the borough of Summit Hill."Under the provisions in the ordinance, "It shall be unlawful for any person to make, continue to cause to be made or continued any loud, unnecessary or unusual noise or any noise which either annoys, disturbs, injures, or endangers the comfort, repose, health, peace, or safety of others...."The ordinance, which takes effect immediately, addresses car horns, radios, loudspeakers, yelling and shouting, and the operation of snowmobiles and minibikes.Violations of the ordinance can result in a fine of up to $1,000, cost of prosecution, or imprisonment for up to 90 days.In another matter, councilman Michael Alabovitz suggested that the borough look into imposing regulations on contractors who do work in the borough, requiring that they obtain a borough license, that they are insured, and that they carry workers compensation on their employees.The council also made it clear that it is not interested in entering a maintenance agreement with the Pennsylvania Department of Transportation for Route 902.The borough's two maintenance workers said they were opposed to such an agreement, with one of them stating, "We could never keep up with it."The workers said they will provide maintenance in the event of an emergency, such as a fire or ambulance call.The council said it will also look into upgrading its winter parking ordinance.Chief of Police Joseph Fittos said his department responded to 4,270 complaints during 2013.
