Woman flees crash scene

A Monroe County woman is facing charges after she fled an accident scene in which her vehicle struck a soldiers' monoument in front of a VFW post home. Pocono Mountain Regional police said the crash occurred about 7:15 p.m. on Sunday, July 3, along SR196 at the entrance to the VFW in Tobyhanna.

Police responded to the scene and determined that a vehicle drove over the lawn and ran over a steel monument in memory of soldiers killed in combat. The car continued across the lawn and struck a tree.The driver of the vehicle fled the scene. A witness told police that the driver was a white female who was bleeding from the forehead and that she fled north on SR196 and turned onto Wildflower Drive.Police said their investigation revealed the driver was Jessica Franks, 22, of Tobyhanna, and that she had stolen the vehicle from her mother, Laura Franks, a few moments prior to the accident.On Monday, July 4, Franks was arrested and taken to the Pocono Medical Center, East Stroudsburg, for treatment of her injuries. She was charged with theft and related criminal counts and other charges incident to the crash, police said.
