Supervisors approve several plans

Mahoning Township supervisors reviewed and approved several plans referred by the township's planning commission during last evening's township meeting including a subdivision reversal, a plan change and a couple subdivisions.

The plan change, while not on the agenda, was brought to the supervisors during the public comment portion of the meeting by township resident Victor Geiger, who wanted to revise an existing plan already recorded with the wrong distance on a lot line in the Lynwood Estates development."The line between lots 10 and 11 is marked as being 287.76 feet when it is really 276.94 feet. It was a draftsman's error and I would like to get this correction approved so that the revised plan could supersede the original plan," said Geiger to the supervisors. He told them he wanted to bring the line into compliance so that it was accurately recorded.Supervisor George Stawnyczyj asked Geiger if the difference affected any of the setbacks on the properties. He was told by Geiger the other dimensions were correct and unaffected it was just the wrong number was placed on the line. Supervisors granted the request unanimously provided the planning commission also reviewed and agreed to the change on the plan.The next plan on the table was a subdivision for Herman and Sylvia Snyder which was recommended for approval provided the mylar and a copy of the stamped recorded deed was provided to the township. There was no discussion and the plan was approved unanimously by supervisors.A reverse subdivision owned by Barry and Susan Ahner brought some disagreement as to whether the plan should be reviewed a second time by the township engineer before it was approved, but eventually supervisors agreed to forego a second review and unanimously approve a waiver for changing the monuments at the property corners and a waiver to grant right of way to a private alley on the property. After both waivers were approved, supervisors unanimously approved the plan conditionally as long as the mylar and a copy of the recorded deed were presented to the township.Stawnyczyj questioned why the property wasn't hooked up to the municipal sewer system and Ahner explained the property was not within the required range of the proper line. When asked why the Chestnut Street line was not considered, Ahner told him it was uphill of the property and not usable which was why he did not hook into the system.Supervisor Travis Steigerwalt asked if the engineer's comments were addressed and he was told they were in the notes on the plan. He suggested that maybe the plan should be reviewed with the comments made by the developer. Fellow supervisor Frank Ruch said he didn't see the need for it as the plan was simply joining the three properties together and felt the developer satisfactorily addressed the requests made of him on the plans.When asked, Solicitor Tom Nanovic said usually reverse subdivisions are a good thing for municipalities and advised this was a minor change within the lots and since it was reviewed and addressed, he didn't see a reason to recommend a second review. Ruch then asked if they could simply approve the plan without the second referral and the board agreed so the motion for conditional approval passed without any opposition.The final plan reviewed by supervisors for the Jeffrey Strohl subdivision passed without any opposition and provided the developer provides the mylar, a plan signed by the owner and the stormwater agreement.
