Carbon County court – ARD

Seven first-time offenders in the criminal justice system were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program last Friday by President Judge Roger N. Nanovic II.

If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.

The seven were placed on driving under the influence charges for one year.

Bryce Michael Allen

, 27, of Palmerton, was arrested on Oct. 21, 2017, by Palmerton police along Delaware Avenue. A test revealed the presence of a controlled substance.

He was assessed $650 for the cost of the program, and his license was suspended for 60 days.

Dylan E. Conti

, 25, of Albrightsville, was arrested on Feb. 17 along Bridge Street by Lehighton police. A test revealed the presence of a controlled substance.

He was assessed $600, his license was suspended for 60 days and he was ordered to make restitution of $290.

Nicholas J. Hanlund

, 21, of Tamaqua, was arrested on Jan. 11 by Franklin Township police along Bridge Street. A test revealed the presence of a controlled substance.

He was assessed $600 and his license was suspended for 60 days.

Vincent A. Luspa

, 25, of Jim Thorpe, was arrested on Aug. 4, 2018, along Route 903 in Jim Thorpe, by state police at Lehighton. A test revealed the presence of a controlled substance.

He was assessed $650 and his license was suspended for 60 days.

Alex Migu Rivera Mendez

, 27, of Weatherly, was arrested on Dec. 19, 2018, along Main Street by Weatherly police. A test revealed the presence of a controlled substance.

He was assessed $600 and his license was suspended for 60 days.

Keith Russo

, 41, of Scranton, was arrested on Jan. 16 along the turnpike in Kidder Township by state police at the Pocono barracks. A test revealed the presence of a controlled substance.

He was assessed $600 and his license was suspended for 60 days.

Langden D. Steele

, 39, of Brooklyn, New York, was arrested on Feb. 22 along Route 940 in Kidder Township by state police at Fern Ridge. A test revealed a 0.15 BAC.

He was assessed $500 and his license was suspended for 30 days.

Aarielle Ruth Wolgemuth

, 31, of Slatington, was arrested on June 12, 2018, along Route 248 in Lower Towamensing Township by state police at Lehighton. A test revealed a 0.30 BAC.

She was assessed $650 and her license was suspended for 60 days.

Each defendant must also pay court costs of about $1,000, pay a $50 per month supervision fee while in the program and follow any recommendation of their drug and alcohol evaluation.
