Carbon County court

A Northampton County woman pleaded to a drug-related count on Monday afternoon in Carbon County court and was immediately sentenced to a prison term.

She was one of six defendants in pending drug-related cases to enter a guilty plea before Judge Steven R. Serfass.

Vehicle stop

Kelly Sue Neff

, 50, of Danielsville, pleaded to one count of possession with intent to deliver a controlled substance — methamphetamine. In exchange for the plea, charges of possession of a controlled substance and resisting arrest were dropped.

She was arrested on May 4, 2018, along Route 443 by Lehighton police following a traffic stop. Neff was a passenger in the vehicle. A search of the vehicle revealed meth on the passenger side, along with various items consistent with the packaging for sale of illegal drugs.

Neff has been in prison since her arrest.

Serfass sentenced her to serve nine to one day less 24 months in prison followed by two years of probation. She was also ordered to get a drug and alcohol evaluation and follow any recommendation for treatment, zero tolerance imposed for drug or alcohol use, supply a DNA sample and render a total of 200 hours of community service when paroled.

She was given credit for 279 days spent in prison to date on the charge.

Other pleas

Rachel Joy Allen

, 33, of Saylorsburg, pleaded to one count of possession of a controlled substance — methamphetamine. She was arrested on Jan. 25, 2018, by Mahoning Township police following a traffic stop along Spring Hill Road. Allen was a passenger in the vehicle and found with meth.

Serfass placed her on probation for a year and ordered her to get a drug and alcohol evaluation and render 50 hours of community service.

Jason Moyer

, 33, of Weissport, pleaded to one count of possession of a controlled substance — methamphetamine. He was arrested on Jan. 25, 2018, at the same vehicle stop involving Allen. He was the driver of the vehicle.

He was placed on probation for a year and ordered to get a drug and alcohol evaluation and render 50 hours of community service.

David Franklin Reph

, 61, of Coaldale, pleaded to one count of possession of drug paraphernalia. He was arrested on Jan. 5 by Lansford police at the intersection of Patterson and Sharpe streets following a vehicle stop.

He was placed on probation for a year and ordered to get a drug and alcohol evaluation and render 50 hours of community service.

Paul James Berger II

, 26, of Palmerton, pleaded to one count of possession of a controlled substance — methamphetamine. He was arrested on Oct. 1, 2018, by Lehighton police along East Bridge Street. Police responded to the area to a report of drug activity and found Berger. Meth was found in his backpack.

Serfass sentenced him to serve three to 12 months in prison and ordered he get a drug and alcohol evaluation and render 50 hours of community service when paroled.

Berger is currently serving a prison term for a parole violation. The new sentence runs concurrent with the parole violation term.

Shauntay Nicole Armstead

, 33, of Hazleton, pleaded to one count of possession of drug paraphernalia. She was arrested on May 9, 2015, by Jim Thorpe police following a traffic stop along Susquehanna Street. Marijuana was found.

Serfass imposed a fine of $300 and costs.

Each defendant sentenced must also pay court costs of about $1,000 and a $50 per month supervision fee while on probation or parole.
