The report from state police at Lehighton stated that a Toyota Corolla operated by Richard Lee Hall, 67, of Lehighton, struck a Polaris ATV driven by Nitah Akinyi Otieno, 24, of Stroudsburg, about 5:46 p.m. on July 1, at SR209 and Raymond St., in Towamensing Township, Carbon County. Troopers said the collision occurred as Otieno attempted to cross 209 from Raymond Street.
