Parryville Council approves private agreement with Stemler
Members of the Parryville Zoning Hearing Board and Zoning Officer Dick Fedor protested an announcement by Parryville Borough Council regarding an agreement reached between council members and Mark Stemler of Riverwalck Saloon.
The discussion was held Tuesday night during the monthly borough council meeting.
Zoning Board members Greg Hopstock, William McClure, Scott Snyder, and Fedor said they are protesting the agreement because they had no input into the terms and that the results of the agreement reached between the borough and Stemler is not open to them or to the public.
Council members, PZHB members, and Fedor raised voices until council broke for an executive session to continue the discussion. The executive session was attended by Attorney Michael Greek, Parryville borough's solicitor; council President Michael Grant, and council members, Jennifer Emrey and Sharon Keiser; and secretary Dana Brubaker; zoning board members and Fedor. Council members Cathy Hawk and Jennifer Borger were absent.
Members of the press are excluded from attending executive sessions.
After the meeting the four men left the building. Fedor said they will not rest until they know the terms of the agreement.
Attorney Greek said that the borough wanted to put the issue of Riverwalck behind them and move on.
Council President Michael Grant said that council signed the agreement on the advice of their solicitor Greek.
Greek said that Stemler's attorney requested that the terms of the agreement remain private and that he would not disclose the agreement because a clause at the end of the agreement required that both sides will not discuss the terms.
Greek said that in the past the Zoning Hearing Board had rendered a decision and it was appealed by Stemler. He said that Stemler dropped his appeal as part of the agreement.
