Stray dogs running at large have been an on-going problem for boroughs and townships in Carbon County for many years. The Carbon County Commissioners decided to move on the issue after receiving a letter from Mortimer Smedley, Lehighton borough manager, relative to the Canine Law enforcement program. It was Smedley's suggestion that the dog license fee be increased to support such enforcement measures in the future. He also recommended scheduling a meeting with all interested borough and township officials to ascertain how government political sub-divisions in the county might be interested.
