Director of Office of Planning and Development is retiring

The director of Carbon County's Office of Planning and Development is retiring.

During the county commissioners' meeting on Thursday, the board approved the retirement of Judy Borger, which will go into effect Sept. 3.

Commissioner William O'Gurek said the county appreciates the years of service Borger has given to the department.

He added that Borger shared with the commissioners her vision for the future of the Office of Planning and Development.

"She will be part of that in some capacity," O'Gurek said.

Commissioner Wayne Nothstein, chairman, said the county is not looking to fill the position once Borger leaves.

"We are trying to cut where we can in the budget," he said, adding that the board thinks the staff in the Planning and Development office can handle the majority of the workload, and Borger will be contracted as a consultant on an as-needed basis. "It will certainly be a major savings to the county in not replacing Ms. Borger."

Borger, a resident of Palmerton, was hired as the director of the department in February 2008 after former director Fred Osifat passed away a few months earlier.

In addition to working as the county director, Borger's employment history included working as the director of Duane Morris Government Affairs, LLC in Washington D.C. and Harrisburg; the executive assistant for state Sen. James C. Greenwood; the executive director of the Senate Urban Affairs and Housing Committee; and as staff director and legislative director for Greenwood after he was elected to Congress.

Borger's résumé also included being legislative liaison for the Pennsylvania Department of Environmental Resources in Harrisburg; executive director of the Pennsylvania House of Representatives Conservation Committee; and a high school and middle school teacher for Chambersburg Area School District.

In other matters, the county received notification that it will receive $50,000 for the Human Services Development Fund for 2013-2014.

O'Gurek noted that of that amount $34,500 will be used for the homemaker services program to help elderly with things like light housekeeping, laundry and shopping assistance; $14,500 will also be used for the CHORE program, which helps people with minor home improvements to stabilize their surroundings. There are age and financial guidelines which must be met to qualify for assistance in these programs.

O'Gurek added that the county used to receive $89,000 from the Pennsylvania Department of Public Welfare for these programs, as well as three other programs in Children and Youth, Mental Health/Developmental Services, and Area Agency on Aging, but funding cuts have caused the three programs to fall by the wayside.

The commissioners also voted on the following items:

• Awarded contracts for Community Development Block Grant projects in Banks Township and Lansford. Popple Construction Inc. of Wapwallopen was awarded both contracts. They bid $75,669.70 for street resurfacing of Tamaqua Street in Banks Township; and $78,629.25 for street resurfacing of East Bertsch Street in Lansford.

• Awarded the contract for sale and delivery of office supplies to Klingaman's for $56,690.54; after it was determined that the apparent low bidder, W.B. Mason, was not in compliance with the bid specifications.

• Appointed Philip Meyers Jr. of Blue Mountain Machines Inc. of Lehighton, to the Pocono Counties Workforce Investment Board as a private sector member, effective Aug. 15 to June 30, 2016.

• Approved a proposed budget relating to the Office of Aging Disability Resource Center/Link Program of Title XIX agreement with the Pennsylvania Department of Aging. Carbon County's allocation is $40,000.

• Adopted a resolution acknowledging the 100th birthday of Oliver Solt of Bowmanstown.

• Accepted the resignations of Joshua A. Hontz of Jim Thorpe as a part-time licensing clerk in the treasurer's office, effective Aug 9; Danielle N. Juracka of Jim Thorpe and Dacin I. Kemmerer of Lehighton as lifeguards at Mauch Chunk Lake, effective Aug. 16; and James J. Svercheck of Lehighton as a summer clerk in archives, effective Aug. 7.

• Approved employment separations of various members of the summer labor Liquid Fuels Summer Program, all effective Aug. 16.

• Approved the appointment of Stacey L. Vees of Palmerton as a part-time security officer in the sheriff's department, effective Aug. 19.
