Tobyhanna man facing charges

David Clowney, 45, of Tobyhanna, is facing a charge of possession of drug paraphernalia as a result of an incident at 12:15 a.m. Aug. 9 at the intersection of SR196 and Renaissance Lane in Tobyhanna, Monroe County.

Pocono Mountain Regional police said they approached Clowney after he was observed trying to stop vehicles at the location. The man told police he was trying to get a ride to a Pocono Country Place, Tobyhanna.

After he asked police for a ride, police consented but said they would have to search him prior to allowing him to get into the police car. Police said the search revealed a "crack" pipe to be in Clowney's pants pocket, resulting in the charge.
