Edwin Sanchez Cappabianca, 28, of Albrightsville, was arrested by Pocono Mountain Regional police on Nov. 22 on two counts of endangering the welfare of children and recklessly endangering another person and one count of puclic drunkenness.

Police said they were contacted at 4:30 a.m. by security officers at the Indian Mountain Lakes development after they observed a man staggering along Mountain Road in the development, pushing a baby stroller and having a small child in it.

Police said they located Cappabianca at the intersection of SR115 and Toll Road in an intoxicated state, pushing an infant in the stroller and having another small child with him. Police said the children were not appropriately dressed for the freezing temperatures.

Police said the children were taken into protective custody and Cappabiana was arrested.
