The identity of a man who came withing two days of letting a $20.8 million lottery jackpot slip from his grasp is official. Joseph T. "Joe" Jones Jr., 42, a salesman from Slatington, was identified as the winner of a Pennsylvania Wild Card Lotto drawing Nov. 30, 1992. He will receive $715,364 a year for 21 years after tax withholding. Jones, a married father of three, bought the ticket on Nov. 20, 1992, but did not notice he had the winner and put the ticket in a box with other tickets he thought were losers.
