Sean Hegarty of Tamaqua tries to save money by doing work himself at his 12 unit apartment building he owns on Row Street in Tamaqua. Following a DEP inspection, the Tamaqua Borough required 39 properties to connect to the borough's sewer after they were found to be discharging waste water into the Wabash Creek, which runs directly under downtown Tamaqua and drains into the Little Schuylkill River. "If I would have paid a contractor, it would have cost me about $40,000." He pointed out that he has no choice but to do the work himself.
