Departments given approval to enter into service pacts

Approval was given to several departments to enter into purchase of service or fee for service contracts by the Schuylkill County Commissioners at Wednesday's public meeting held at the courthouse in Pottsville.

On behalf of Children and Youth Services purchase of service agreements were entered with Drug and Alcohol Rehabilitation Services, Inc., of Lancaster, to provide a supervised independent living program for assigned juveniles at a cost of $122.60 per day; Firetree, LTC, Williamsport, for residential services at $195 per day and Friendship House, Scranton, for foster care at costs ranging from $23 to $83.50 per day.

Three new appointments were made on the Children and Youth Services Advisory Board, Debbie Herb, Pottsville, a member of The National Children's Study; Sharon Pagnotti, Mahanoy City and Mary Ann Devlin, Pottsville, of Child Development.

Clinical Outcomes Group, Pottsville, which has a fee-for-service contract with the Drug and Alcohol Program, was increased from $50,358 to $80,358 and the cost reimbursement contract with Clinical Outcomes Group was addended to add transitional living services with a budget of $16,000 and to transfer the balance of their contract, therefore increasing the contract cap from $110,760 to $152,644.79.

An agreement was approved with Green's Communications, Pottsville, for service maintenance for the radio consoles at the 9-1-1 Center at a cost of $260,000 for the period beginning February 1, 2012 and ending January 31, 2016. A contract was entered with Fairway Motors, Hazleton, to purchase a 2012 pickup truck at a cost of $26,334.81 for use by the maintenance department.

Personnel matters

The commissioners approved appointments, promotions and resignations in various departments.

Rest Haven Home, over which the commissioners have hiring jurisdiction, hired were Gail Newton, Pottsville, per diem registered nurse at $24 per hour; Donna Hahn, Hamburg, part time graduate practical nurse, $15.0580 per hour; Cynthia Nodoline, Pottsville; Deanna Webb, Tower City and Beverly Fisher, Hamburg, part time licensed practical nurses at $15.99 per hour; Melanie Devers, Port Carbon; Roxanne Perazzo, Pottsville; Rebecca Phelps, Tremont and Eufernia Crishock, Minersville, part time nurse's aide trainees at $7.70 per hour and Diane Bredbenner, Mahanoy Plane; Magdalena Risi, New Ringgold; Amanda Nagle, Schuylkill Haven and Holly Jazwinski, Ashland, as part time nurse's aides at $11.72 per hour.

The board was also informed of actions taken by other department heads.

District Attorney Karen Byrne Noon appointed Joseph Lipsett, Branch Township, former county coroner who lost reelection last November, to detective II at $20.71 per hour and promotion of Dennis Clark, Eldred Township, to vacancy of chief detective at $24.61 per hour.

Treasurer Jacqueline McGovern announced the appointment of Sharon Porcari, Pottsville, as a part time clerk at $13.3086 per hour and the resignation of Megan Hayes, Branch Township, as clerk l.

Children and Youth Services Agency announced the appointment of Victoria Hoover, Schuylkill Haven, to be an unpaid intern and the resignation of Michelle Lindstrom, Pottsville, as a caseworker l at $16.7612 per hour.

Office of Senior Services announced the appointment of James Bankes, Frackville, as an unpaid intern.

Controller Christy Joy announced the lay off of Sara McDonough, Orwigsburg, who held the position of accounts examiner which was abolished by the salary board and the appointment of Mario Basile, Wayne Township, a CPA, an auditor at $34,435 per year.
