James S. Smith, 46, of Kaska, has been arrested by state police at the Schuylkill Haven barracks with driving under the influence of alcohol and driving while his license is suspended because of a DUI charge.

Police said the incident happened at 12:25 a.m. Feb. 5 at Pine and Coal streets in Port Carbon.Police said they observed the man driving a vehicle with its lights out on Pike Street. After making the traffic stop, police said Smith exhibited signs of intoxication and was unable to perform standardized field sobriety tests.He was transported to the Schuylkill Medical Center South, Pottsville, where he refused to provide a blood sample.
