Delaware man to be cited after crash

Wilbert Normand Jr., 40, of Newark, Del., will be charged by state police at the Frackville barracks with failure to drive at a safe speed and accidents involving overturned vehicles, as a result of a crash at 1:50 p.m. Sept. 7 on the southbound on ramp of Interstate 81 in Kline Township.

Police said he was driving a vehicle that was traveling from Route 309 at McAdoo when it failed to negotiate a curve. He lost control of the vehicle, causing it to roll onto its side, striking the guide rails and sliding to a stop.

Police said the trailer part of the rig, a tank trailer, was hauling anhydrous ammonia, a hazardous material, but the tank remained in tact and no Hazmat was released. The scene was cleaned up by workers from Air Products and Chemicals, Hometown.

Police said the ramp to I-81 southbound was closed for about 10 hours.

Police said Normand sustained minor injuries.
