Kelly Snowe Sr., 42, of 200 block of East Ridge St., Lansford, faces charges from an incident which took place at 2:12 a.m. Oct. 22 at his residence. Charges of persistent disorderly conduct and public drunkenness were filed by Officer Jeffrey Ohl.

According to an affidavit of probable cause, here's what happened:

Ohl was dispatched to the residence on a report of a domestic dispute. Upon arrival, he saw Snowe standing outside. Ohl attempted to determine what had happened, but Snowe began yelling and using obscenities, and had to be warned several times to calm down. He continually asked to go to jail.

While Snowe was speaking, Ohl could smell the odor of alcoholic beverages on his breath, and noticed that his eyes were red and glossy.

Fellow police officer Amie Barclay spoke to Snowe's girlfriend, Katelyn Ahn, who did not want charges to be filed against him and who willingly left the apartment for the evening.

While Ahn and her children were walking away down the sidewalk, Snowe began following them, yelling obscenities.

He was arrested.
