West Penn driver cited for DUI

A West Penn Township man was cited by Tamaqua police on May 30 after testing positive for alcohol consumption.

Officer Thomas Duarte was on patrol at 1:28 a.m. when he observed a silver Acura illegally parked on Cedar Street. As the officer exited his vehicle to issue a parking ticket the Acura began moving. Duarte noticed the right taillight was broken and initiated a vehicle stop.

The Acura's driver was identified as Thomas C. Rowlands, 62, of 70 Whitetail Crosing Rd., Wildcat Mountain, Tamaqua. Rowlands exhibited several signs of possible intoxication, including slurred speech and difficulty providing his license and registration. He was given a portable breath test, which registered .118 blood alcohol content.

He was cited for driving under the influence (DUI) of alcohol, driving with an open container of alcohol and driving without proper lights.
