Little to change in Chestnuthill Township's reorganization

Everything will remain just about the same at Chestnuthill Township in 2011 as announced at its reorganization meeting, Monday night.

Chuck Gould is chairman of the board of supervisors, Dave Fleetwood is vice chairman and Chris Eckert is a supervisor.

In addition, Dave Albright remains township manager, Cathy Martinelli as secretary/treasurer/office manager and open records officer. Merton Whitney continues as roadmaster and John J. Riley, the township's CPA consulting firm.

Other reappointments and appointments for one year terms are: H. M. Beers, Inc.-sewage enforcement officer; Jeryl Reinhart-alternate sewage enforcement officer; Mark Mills of Soils Resource Limited-soil scientist; Andrea Kennedy-SEO secretary; Reilly Associates/Chris McDermott-township engineer; Keystone Engineering-alternate township engineer; Joseph P. McDonald, Jr.-township solicitor; Monroe County Tax Collection Committee (Berkheimer)-Earned Income Tax Collector; Joanne Wernett-Earned Income Tax liaison; Cathy A. Martinelli-alternate Earned Income Tax liaison; Rusty Lotruglio-comptroller; Board of Supervisors and Kim Lutz-Vacancy Board; Walter Hansen-Zoning & Codes Officer; Lehigh Valley Inspection Service-Building Code Inspectors; Todd Weitzmann-solicitor to the Building Codes Board of Appeals; H. Clark Connor-attorney for the zoning officers; Jerry Hanna-Zoning Hearing Board attorney; Tim McManus of Cramer, Swetz & McManus-solicitor to the Planning Commission; Cathy Martinelli-secretary to Planning Commission; Mike Carr of Stevens & Lee Law Firm-special council for bargaining agreements; Michael Collins, Esq.-special council for insurance consulting.

Supervisor Chris Eckert is the Fire Marshall and the supervisors' voting delegate.

The Agriculture Area Advisory Committee remains the same of Chuck Gould, Dave Fleetwood, Mark Heckman, William Altemose and Robert G. Gould.

Jim Serfass has been reappointed for a 5-year term on the Zoning Hearing Board and Nicholas Caprioli and Matt Connell have been reappointed for 4-year terms on the Planning Commission. Chris Thompsett was appointed to a 3-year term on the West End Park & Open Space Commission. Chuck Gould and Nick Caprioli were appointed to 1-year terms on the CJER Regional Planning Commission with Dave Fleetwood as alternate. Doug Atherton was appointed to a 1-year term, William Reinhart a 2-year term and Karen Hayes, a 3-year term on the Building Code Board of Appeals.

Union employees vacation time, sick time, holidays, mileage reimbursement and wages are determined by union contract.

Zoning and Codes officer and comptroller, non-union, will receive a 1 percent raise in wages.

Non-union employees will receive 51 cents per mile for mileage reimbursement.

The board approved non-union department head employee contracts for Dave Albright, Cathy Martinelli and Merton Whitney.

Board meetings will remain the first and third Tuesdays of each month at 7 p.m. and plans will be reviewed at the first meeting of each month.

Department head meetings will continue on Monday mornings at 7:15 a.m. and work sessions will continue Mondays at 7:30 a.m., both open to the public.

It was approved to grant authorization to Cathy Martinelli to pay bills on due dates to avoid late charges, along with payroll.

Supervisor Chris Eckert said it has been a year since he became a Chestnuthill Township supervisor and he couldn't believe how fast the time went and that he has learned a lot and enjoyed the experience.

Chairman Gould thanked the public for their input over the year and says it helps the board make responsible decisions. He also acknowledged that "We have good very good people working for us. It's a pleasure to work with them."
