Officers stopped a vehicle along SR196, south fo Park Drag, in Tobyhanna, Coolbaugh Township, about 1:23 a.m. on Tuesday, March 2, for equipment violations. At the stop officers observed items in the vehicle consistent with drug use.

The driver was identified as Sean Andra Foster, 21, of Tobyhanna. While speaking with Foster outside the vehicle officers observed a plastic bag of marijuana on the pavement behind the vehicle.
