Photographer, fire chief cited at accident scene

A free lance photographer and a fire chief were both cited following an incident at a Schuylkill County car crash scene.

State police at Frackville said photographer Lawrence Neff, 61, of Andreas, and Walker Township Fire Chief David J. Duffy, 51, were both cited following an incident that occurred about 8 a.m. on Friday, Aug. 13, at an accident scene in the area of 155 Valley Rd., in Walker Township.

Troopers said Neff arrived at the scene to photograph the crash. While attempting to get a closer view of the scene along the south shoulder of Valley Road., Neff was approached by Duffy regarding scene safety and Neff staying at a safe distance.

Troopers said the conversation excalated to the point that Neff reportedly contacted Duffy with his video camera. Duffy then reportedly responded by pushing the video camera into Neff causing him to walk backwards about 30 feet across the road and onto the north shoulder where he fell and injured his lower back.

Neff asked for emergency medical assistance. When the ambulance arrived, he refused treatment, troopers said.

Both men will be charged with harassment, troopers added.
