A Monroe County dog owner has been cited after his dog allegedly bit a person causing a severe injury.

State police at Fern Ridge said Seth Michael Gillen, 30, of Effort, was bitten on the hand by a lab/Rottwiler mix along Lakeside Road, in Effort, Chestnuthill Township, on Nov. 14 about 1:30 p.m. The bite caused a severe injury, troopers said.The dog owner, William P. Knibbs, 61, of Effort, was arrested for confinement of dogs and harboring a dangerous dog, troopers said.
