The Pennsylvania Department of Transportation in December 2011 tightened its laws concerning teenage drivers.

Here are the rules:• Increase the number of hours of supervised behind-the-wheel skill-building for those with learner's permits from 50 to 65 hours. Ten of those hours are nighttime driving and the other five must be driven in poor weather conditions.• The new rules also restrict passengers. For the first six months after getting their junior driver's license, teens are not permitted to have more than one passenger under age 18 who is not an immediate family member unless they are accompanied by a parent or guardian).After six months if they have not been convicted of a driving violation, or been held partially or fully responsible for a reportable crash junior drivers may have up to three passengers under age 18 who are not immediate family members, without a parent or guardian present. They may have as many passengers as there are seatbelts.• Drivers and passengers in a vehicle who are under age 18 must wear a properly adjusted and fastened seat belt, and children under age 8 must be securely fastened in a child restraint system. Failure to comply with the seat belt provisions is a primary offense, meaning that a driver can be pulled over and cited solely for that violation.
