In Summit Hill, if someone complained about high weeds in a yard or accumulated dog feces, it's likely that property owner who was the subject of the complaint - or the borough - would have faced a hefty fee just for an inspector to look at the situation.

That's because some of these complaints were being turned over to the borough's Property Maintenance Code inspector, Barry Isetts and Associates of Trexlertown.The borough's zoning officer, Larry Marek, this week asked if the borough was being billed for some of Isett's inspections.He was informed they are, but that the bills are also being sent to the property owners. Borough council members said ultimately it will be up to the property owner to pay for such inspections.Marek suggested that minor complaints such as weeds be first checked out by him instead of having either the property owner or borough incur a large inspection fee."We pay $55 an hour to someone and we can send a letter and often resolve such problems," he told the council.The council agreed and advised Borough Secretary Susan K. Gibiser to forward such complaints to Marek.Marek is responsible for zoning issues while the Isett firm had been hired to enforce the Uniform Construction Code.In a related matter, the council affirmed that resident Mary Ann Mantz can place a POD storage unit in front of 228 W. Ludlow Street for most of the month of June.In his monthly report, Marek said that of the 57 calls received during April, 30 were informational, 15 were complaints, nine involved code enforcement, and three are under investigation.Four zoning permit requests were approved by Marek during April.
