Carbon County Commissioners on Thursday awarded a $25,760 job of repairing the courthouse chimney to a Schuylkill County company.

Spotts Brothers, Inc., of Schuylkill Haven, was the lowest bidder for the work. Commissioners Chairman Wayne Nothstein said the work would likely be done in the evenings and on weekends in order to avoid disrupting court activities.He said that the leaks have damaged the interior of the courthouse.In other matters, commissioners:• Approved an application to be submitted to the state Department of Transportation for a permit to install and operate flashing warning devices on Route 209 and Packerton Dam Road, at the site of a proposed business park at the Packerton Yards;• Applied to the Pennsylvania Commission on Crime and delinquency for $4,400 in funding through the Byrne Justice Assistance Grant program for the initial phase of implementing the Juvenile Justice System Enhancement Strategy and obtaining computer equipment in order to start using the Youth Level Service Assessment;• Approved another year of software maintenance with COBRA Solutions of Tempe, Ariz. at a cost of $395, the same as last year;• Amended a contract with the Pennsylvania Commonwealth Financing Authority for the Stoney Ridge Park & Recreation Project in Lower Towamensing Township. The change extends the contract for an additional year, to June 2013;• Signed an agreement with Advanced Business Equipment, Allentown, to service the Toshiba E150 copier at the Weatherly Senior Center. The contract is billed at a flat rate of $250 a year. Any copies in excess of 12,500 a year are billed at two cents per copy;• Signed an agreement with Edwards Business Systems, Wyomissing, for the Konica Minolta copier at the Emergency Management Agency. The contract includes parts, labor and toner, and will be billable quarterly at 0.0080/copy for black and white and 0.600 per copy for color. The estimated $600 cost will be shared between the EMA and the 911 center;• A relative/neighbor child care provider agreement was approved for BriAnn Eickoff of Lehighton at $6.75 to $13.70 per day;• Approved the use of Josiah White Park by the Jim Thorpe Chamber of Commerce on July 14-15.Commissioners also heard from Robert Dages, who said he recites the Pledge of Allegiance every week at the commissioners' meetings, and that the flag "could be made in China."Dages also said the "liturgy that we say is not organic to the Constitution. When I pledge allegiance to the flag, metaphorically, I'm referring to the Constitution. That's what needs to stand, because republics can be dissolved if we don't obey our charter."Sandy Dellecker of Summit Hill, who is president of the Lehighton 9/12 Project, thanked commissioners, Nothstein and Tom Gerhard, who signed a resolution to nullify two sections of the National Defense Authorization Act of 2012. She referred to sections 1021 and 1022, which allow for the detention of citizens by the government or armed forces, detentions that "could last without trial until the end of the hostilities currently (or in the future) authorized by an Authorization for Use of Military Force ...""I appreciate the fact that you took the time, you did your homework," Dellecker said.She also said she appreciated that the Voter ID laws will be enforced in the county.Valerie Norato of Penn Forest Township gave reporters copies of the two-page resolution, asking them to publish it. The resolution includes an item stating that commissioners "oppose any and all rules, laws, regulations or executive order which unlawfully usurp the rights reserved to the people by the Constitution of Pennsylvania and the Constitution for the United States of America and which unlawfully take away any civil liberty or liberties ..."
