Coty Frank, 18, whose last known address was 520 E. Kline Ave., Lansford, faces charges from an incident which took place on May 8 at 3:21 a.m. at Patterson and Springgarden streets in the borough. Charges of persistent disorderly conduct, underage drinking, and public drunkenness were filed by Officer Jason Helmer. Frank was arraigned before District Judge Edward Lewis of Jim Thorpe and jailed under $10,000 percentage bail.
Here's what happened, according to an affidavit of probable cause:
Helmer, on duty and in a marked cruiser, saw a man being carried by another man near the intersection of East Patterson and Springgarden streets. The man in question stumbled into the street, then stood in the intersection, shouting obscenities.
Helmer advised the man, identified as Frank, numerous times to stop, but he refused. While speaking with Frank, Helmer detected a strong odor of alcohol coming from his mouth, and Frank's speech was slurred. Frank stated that he had no idea where he was or how he had gotten there.
A subsequent search of his driver's license revealed that he was 18 years old. Frank told Helmer he had been drinking in the woods.
While in custody at the police station, Frank was uncooperative, saying he was homeless, and continued to screaming obscenities at the officers and banging his head against the wall.
