A tentative budget was approved at the December meeting of the Towamensing Township supervisors.
Supervisor Penny Kleintop said revenue has been lower substantially and many people have not paid their taxes. Building permit income is down by $16,000.
Consequently the board fit the 2012 expenditures to the amount of money the township expects to have without raising taxes.
The general fund budget receives $225,000 in real estate tax and $320,000 in earned income tax. Fines and forfeits add $10,000. The state provides $36,600. Other income brings the total to $854,300. Recyclables have brought in $17,546 with another $6,000 expected for this year.
The employee pension fund is an $11,000 expense. Hospitalization and benefits are listed at $60,000.
Snow removal costs $45,000. Highway maintenance have budgeted items of $105,000 for supplies and repair to roads and $40,000 for equipment purchase. The total for public works is $464,500 with $297,000 of that amount for road maintenance.
The solicitor receives $30,000.The budget includes $5,000 for the fire company and $4,500 for the library.
The budget may be viewed at the municipal building.
Taxes to be advertised are 2 mills, real estate; one-half of 1 percent, earned income; $10, occupational privilege; $10, local services and $5, per capita.
All categories of homes have had the garbage bills increase by $25: family at $175, senior couple at $125 and single senior, $105.
"It does not make sense to raise taxes when people cannot pay," said Kleintop.
A logo designed by Connie Bieling was adopted for township use. It is symbolic of the trees, mountains, water and agriculture found in the township.
An Alton Green lot line delineation was approved with the planning commission recommendation after approval of waivers: the map scale could be lowered, boundary descriptions had to be large enough to read and there will be no development on lot 2.
The update meeting with Towamensing and Lower Towamensing will begin with a list of definitions at the Dec. 19, 6 p.m. meeting at Lower Towamensing.
Kleintop announced that an executive session was held Nov. 7 to meet with the developer of the Shire at Emerald Hills. It was an executive session because it is involved with litigation.
The end of year meeting will be held Dec. 27, 3 p.m. Guy Seifert will be sworn in at that meeting as the new supervisor. The reorganization meeting will be held Jan. 3, 5 p.m.
George Karas said the proposed reorganizational meeting of the zoning hearing board will be put off until a third member is added to the board. Karas, whose term is expiring, would like to serve again. The board has one alternate but he does not want the full position.
The county has a hazard mitigation plan on the basis of which the township can apply for grants to help with mitigation. The situation given by Supervisor Tom Newman is of a house in the flood plain that can be renovated to make it less susceptible to flooding.
Auditors Frey and Co. will audit the tax collector's books. It was already scheduled as the every-other-year audit but is now also part of changing collectors.
Roadmaster Rodney George provided a complete list on a day-by-day basis of what road crew members were working on each day.
Jim Shaffer sent a letter of interest for being a member of the planning commission when there is an opening. He was on the commission previously.
Newman said the permits were received for the new ball field. The outside boundary has been surveyed and marked. Resident Guy Seifert volunteered the use of a bulldozer. The firewood from cut trees will be sold by bid or possibly sold standing. However, because of the time element in advertising for bids to buy the standing trees it will probably be stacked and sold after being cut. Topsoil has to be stripped and backfilling done.
Zoning hours for December are 14, 21 and 28 from 5-7 p.m. or by appointment.
