Subdivision plans filed with local municipalities and projects to state agencies were reviewed by the Schuylkill County Planning Commission at its monthly meeting held at the courthouse in Pottsville and all were found to comply with the county's land use plan and were returned without any comment.
Subdivisions reviewed were as follows:
Thomas W. Smith, West Penn Township, preliminary and final land development plan for one lot; Stephen M. Bilock, Tamaqua, subdivision plan for one plus residue use; Service Electric Cabletelevision, preliminary and final land development plan for an industrial building in Delano Township; Cyndhia A. (Dyrda) Hatton and Steven E. Hatton, West Penn Township, final minor subdivision for 1 plus lot and residue; Saint Clare of Assisi Roman Catholic Church, Saint Clair, land development for parking lot and JMAC Realty, LLC, Saint Clair, land development plan for parking lot.
Projects reviewed were as follows:
East Union Township has submitted an application for the installation of equipment to control visible and particulate emissions for two existing extrusion lines at its facility.
Siberling Company, Rush Township has submited an application for plan to construct, modity, or reactivate an air contamination source and/or installing air cleaning device and operate an emission control device to destroy solvent vapors before they are emitted into the atmosphere.
The planning commission were notified by the Department of Environmental Protection (DEP) that it had completed the environmental assessment process review of the proposed Blythe Township Recycling and Demolition Site (BRADS) construction and demolition waste landfill. The proposed landfill is for 252 acre permit area including a 110 acre disposal area, and a proposed average daily volume and maximum daily volume of 1,500 tons per day. The application is for a 10 year permit term.
DEP concluded that the enviromenal benefits and the social and economic benefits were carried forward to be balanced against the environmental harms and it had evaluated each mitigating measure individually and collectively to ensure that they adequately protect the environmental and public health, safety and welfare and that the benefits to the public from the project clearly outweigh the known and potential harms posed by it. However, before it can proceed further with the technical review BRADS must update the application to reflect changes to the current proposal, update forms and information as necessarry and provide information as committed to its agreements.
The Municipal Authority of Township of Blythe has submitted an application for the renewal of their stormwater permit for Moss Glenn water filtration plant in Schuylkill Township.
North Manheim Township has submitted an application for a general permit for a stormwater outfall structure to be constructed 0.25 of a mile north of the intersection of North Greenview Road and SR443.
Eric T. Wolfe, Washington Township, has applied for a general stormwater permit to permit earth disturbance for the construction of a dairy facility, manure storage structure, access drive and associated stormwater facilities.
The commission gave approval to two subdivision plans.
Joseph T. Walacavage Estate, Frailey Township, to install a commercial communication tower on a lot created from 48.236 acres. The parcel to contain 4.579 acres.
Leroy M. and Isabel M. Hinkel, Barry Township, use 75.5 acres for annexation.
