Northern Lehigh School District will utilize funds for a full-day kindergarten teacher and to restore a preschool program for low income children.
Karen Nicholas, assistant superintendent, informed the school board on Monday that the district will be able to use its Accountability Block Grant funds to serve those needs.
Nicholas said the district received $128,429 in ABG funds; of that, $98,514 will be used to reinstitute its Pre-K Head Start program at Peters Elementary for the 2011-12 school year.
"The remainder of the fund will be used to support one classroom teacher for full-day kindergarten," Nicholas said. "They've been two very successful programs in the past, and we're thrilled that we'll continue with these programs."
In May, Nicholas told the board that the Head Start program would no longer continue in the 2011-12 school year due to the then loss of the ABG funding.
Nicholas said at that time the district would no longer able to fund the program because Community Services for Children – with whom the district has a working relationship with – notified the district that it wouldn't be able to help support the program.
That information came after Nicholas said in April that Community Services for Children would be able to fund the program.
Nicholas said at that time the district lost $90,000 in ABG funding toward the program. Of that, $65,000 was used to pay for classroom expenses, while the other $25,000 went toward transportation, she said.
Also on Monday, the board agreed to a title change for Karen Nicholas from assistant to the superintendent to assistant superintendent with no change in salary.
Last month, Nicholas completed her course work, and has applied to the Pennsylvania Department of Education for her certification as assistant superintendent.
In an unrelated matter, Superintendent Michael Michaels announced a flag will flying over each of the district's buildings from Sept. 5 through Sept. 19 in honor of the 10th anniversary of 9/11.
In other business, the board:
- Authorized proper officials to ratify a contractual agreement between the district and the Carbon Lehigh Intermediate Unit #21 to continue the driver education program in the district at a cost of $2,200, which represents an increase of $50 over last year, effective July 1, 2011 through June 30, 2012.
- Accepted the retirement resignation of James Dotter from his position as Slatington Elementary middle shift custodian, effective the end of the work day, Dec. 31, 2012. Contract language states that custodial/maintenance employees who have worked for the district more than 20 years, and give notice to the district of retirement 12 1/2 months before retirement, shall receive an additional $500 upon retirement. Dotter will retire in Dec. of 2012 after 25 years of service to the district.
- Acknowledged that teacher Valerie Ambrose has completed the requirements per the collective bargaining agreement that entitles her to a salary increase for the 2011-12 school year from Step 5B+24 to Step 5M.
- Acknowledged that teacher Lori Middaugh has completed the requirements per the collective bargaining agreement that entitles her to a salary increase for the 2011-12 school year from Step 5B to Step 5B+24.
- Authorized proper officials to enter into an agreement between the district and Behavioral Health Associated Licensed Private Academic School for the purpose of furnishing regular education or special education programs for students for the 2011-12 school year.
- Approved teachers Jamie Bilger, James Bauer, Elissa Fry, Kara Solt, Jessica Gold, and Michael Strohl as helping teachers in the Northern Lehigh School District Induction Program for the 2010-11 school year at a stipend of $750.
- Appointed Diane Beltran as the administrative detention supervisor in the senior high school. She will work Tuesday and Thursday from 2:30-4 p.m. throughout the 2011-12 school year that warrants detention coverage. Her salary will be $20 per hour worked.
- Appointed Debra Knerr and Dawn Tulio as administrative detention supervisors in the middle school. Knerr will cover the Monday detentions from 2:20 p.m. to 3:20 p.m., while Tulio will cover the Wednesday detentions from 2:20 to 3:20 p.m. They will work throughout the 2011-12 school year on Mondays and Wednesdays that warrant detention coverage. Their salary will be $20 per hour worked.
- Appointed Patricia Eby-Manescu as the secondary Saturday detention monitor for the middle school and senior high school for the 2011-12 school year, working three Horus every Saturday that warrants detention coverage. Her salary will be $20 per hour worked.
- Appointed Evans, Debi Hollenback, Ellen Kiss, Lehtonen, Saville and Angela Shoemaker as substitute secondary detention monitors for the senior high school for the 2010-11 school year. Work will be based on an as-needed basis, and compensation will be at a salary of $20 per hour worked.
- Appointed Beltran as the substitute secondary Saturday detention monitor for the middle school and senior high school for the 2011-12 school year, working as a substitute for three hours every Saturday that warrants substitute detention coverage. Her salary will be $20 per hour worked.
- Appointed Strohl as the substitute secondary Saturday detention monitor for the middle school and senior high school for the 2011-12 school year, working as a substitute for three hours every Saturday that warrants substitute detention coverage. His salary will be $20 per hour worked.
- Approved professional employee status as per the school code for teachers Lisa Colicigno, Jeremy Battista, Rachel Reiter, Stephen Shuey and Jillian McMullen, who have satisfactorily completed three years of service to the district.
- Approved the request of the parents of a first grade student at Peters Elementary School, who are moving into Slatington Borough, to allow their student to begin the 2011-12 school year in the district in accordance with school board policy #202. Settlement on the house they will be purchasing is scheduled for Aug. 26, 2011.
- Approved the resolution stating the district certifies that Superintendent Michael W. Michaels is hereby authorized and empowered to take such actions and to execute and deliver such documents as may be necessary to discharge the district's obligations with respect to the appointment of the Bank as Custodian, and with respect to issuing instructions to enable the Bank to discharge its obligations as Custodian of the district's assets.
- Approved the request of the senior high school to close the Class of 2011 account in accordance with the student activities account guidelines. The account balance is $784, and the Class of 2011 is recommending that the funds be distributed into the following accounts: Library Club, $384; All-Night Party, $350; Class of 2015, $50.
- Approved the request of employee #3120 to take a 12-week family medical leave effective Nov. 17, 2011, for the birth of her child. She will be using accumulated sick days in conjunction with the family medical leave. Upon exhaustion of her family medical leave, she is requesting an unpaid leave of absence for the remainder of the 2011-12 school year. She plans to return to her current teaching position on the first teacher day of the 2012-13 school year.

- Approved school board policy #210.1, pupils, possession/use of asthma inhalers/epinephrine auto-injectors, as presented.
