A Summit Hill man was cited after police found him lying on the ground drunk.

According to Summit Hill police, at 11:17 p.m., Nov. 20, police received a report of a person lying on the ground in the area of Market and Ludlow streets.Upon arrival officers found Mark Kulick, 49, 118 W. fell St., lying on the ground at the aforementioned intersection. He was found to be highly intoxicated.A citation was filed against him for public drunkenness.
