District Attorney makes personnel moves

District Attorney James P. Goodman revealed to the Schuylkill County Salary Board at its work session held Wednesday at the courthouse in Pottsville a number of personnel moves which includes new pay scales, which have been necessitated because of recent resignation and retirement of two assistant district attorneys. The salary board will act on the request at their public meeting next Wednesday.

Goodman reported the assistant district attorney position held by Attorney James Menconi, Tamaqua, who retired on April 5 is being eliminated and a full-time assistant district attorney position is being created and Attorney Megan Duncan, Shenadoah area, will be hired and recommends an annual salary of $36,065. Menconi was paid $34,369..66 at the time of his retirement.The position of Driving Under the Influence Cordinator iis being eliminated and the duties will be handled by the new deputy assistant district attorney, Attorney Thomas J. Campbell, Jr., Pottsville, He will also assume the duties of the Elder Abuse Unit and Forfeiture Unit. Attorney Thomas J. Campion, Jr., Pottsville, who is currently a part-time ADA. The salary recommended for his new position is $46,885 per year. The salary of the current DUI Coordinator was $32,776.The part time ADA position held by Attorney Campion will be eliminated. His current salary was $24,8390, Goodman announced with the eliinination of that position the county would be saving the money from that position and that the county would be going from three employees who receive health benefits down to two employees.Goodman gave a breakdown of his proposed cost saving plan as follows:Elimination of two part-time assistant district attorney positions, whose salaries were $34,369 and $24,830 and the DUI coordinator, whose salary was $32,779 for a total of $91,978. The two new positions created were, supervisory attorney for DUI (Campion), $46,885 and full time ADA (Duncan) $36,065 for a total of $82,950 which is a saving for 2010 of $9,020 plus $3,000 from Menconi's position being vacant for one month. Goodman proposes the effective date of the change as May 20.Goodman gave an update on grant money and unpaid interships.Attorney Allyn Starry, Hometown, resigned from her position as the Domestic Violence Prosecutor on February 19. This position is being filled by Rebecca Elo, Mahanoy City, who has been a four year employee in the district attorney's office. Her starting salary is proposed at $40,592 per year. Goodman said her entire salary is paid out of grant money. He reported this change becomes effective May 3.Mitchell Brazeal, of California, is doing a summer internship position in the district attorney's office from May 17 to July 23 whjich is unpaid and Joy Barlow, Orwigsburg, is being hired as an unpaid intern from McCann's School of Business. She must perform 200 hours in the DA's office to receive credit.The salary board also reviewed a proposal received from the court administrator's office of appointment of Shariane Shustack, Shenandoah, as a district justice assistant 1 in the office of District Justice James Kilker to fill the position being vacated by Rose Ann Wayne, Shenandoah, who is retiring. And Elaine Schaeffer, director of Rest Haven Home and Hospital, seekis to appoint Howard Smith, Pottsville, as a part time nurse's aide and Dana Bashore, Schuylkill Haven, as a part time general practical nurse. Action on the appointments will be taken next week.The Schuylkill County Salary Board's permanent members are the three county commissioners, Mantura Gallagher, Francis McAndrew and Frank Staudenmeier and Controller Melinda Kantner. The head of the department in which appointments are made sits on the board to vote for his or her department.
